I think in this situation, the buck goes first to the A380 commander, because he is directly responsible for the safety during taxi operations and his plane simply crashed into the other plane which was just standing there - he should know the dimensions of his plane better than anybody else.
Also why did the CRJ stop already so soon? I doubt the CRJ pilot did this because he enjoyed it, there has to be a reason which we didn't see in the video properly. Might be good to know if the CRJ was forced to stop that early without somebody warning the Airbus over radio that its taxiway is still blocked.
The A380 has currently the biggest wing span, if I am not mistaken, possible that nobody of the involved remembered the few meters more, when taxiing on a taxiway that wasn't especially designed for a A380.
The CRJ can still be lucky... I remember a taxi accident of a Tornado with a car, which left a stronger impression - the sharp wings of the Tornado cut the roof away.
