I just had a look in wikipedia. It has an orbit above 300 Km. If they lose control of it... how's supposed to return in the atmoshphere?
Atmospheric drag. There's still quite alot of atmosphere even at 300 km. Solar activity can make the atmosphere expand quite a bit and this is what happened to Skylab in 1979. Originally the plan was for either a reboost or controlled de-orbit using the Space Shuttle. But due to increased solar activity which increased the atmospheric drag on Skylab coupled with technical delays with the shuttle, Skylab re-entered before such a mission could be undertaken.

A live news conference and astronaut meeting ceremony will be broadcasted at 9 a.m. on 16th October. Astronaut launching ceremony and actual launch view will be broadcasted live at 4a.m.

Notice

The Shenzhou No. 11 manned spacecraft is scheduled to be launched at the Jiuquan Satellite Launch Center on October 17, 2016, and the fairing wreckage will fall in the Yuyang District, covering an area of 1500 square kilometers as Shenzhou 11 spacecraft ascends, 50 km from east to west and 30 km from north to south. It covers 6 villages and towns in Yuyang District, namely Xiaohao Tu, Mengjia Bay, Niujialiang, Jinjitan Beach, Ma Huangliang District, Shenmu County, Taheta and 2 towns in Shenmu County (Dabaodang, GaoJiabao). In order to ensure the safety of life and property of the people and as a safety avoidance measure, after studying the case, the Circular reads as follows:

First, at 5a.m. on the 17th as early as the morning, traffic control will be implemented within the following area (Shenyan railway, BaoMao highway, Yushen highway, G210 highway, S204 highway and rural roads. Traffic control will end at 8:10 a.m.

Second, people living in the Yuyang District, Shenmu County and rural areas must evacuate by 5.30a.m. on 17th October and return by 8/20a.m.

Third, all major industries in the fairing wreckage landing zone must stop their operations by 11pm on 16th October. With the exception of staff on duty, the rest of the staff must be evacuated from the area, They may only return by 8a.m. on 17th October and only then major industries may resume their operations.

Fourth, power supply in the fairing wreckage landing zone will be terminated by 6.50a.m. on 17th October and power supply will resume by 8.10 a.m.

Fifth, should anyone in the fairing wreckage landing zone found the fairing wreckage, he/she must report the case to the authority and the fairing wreckage shall not be handled personally. Those who refused to hand in the wreckage (if found) will face legal actions.

This is the end of the notice. It is hope that the people are well informed.

That's an amazing (and a bit scary) level of control that the government has their, to simply shut down an entire county and force an evacuation on what must seem like a whim. But, I guess better than not evacuating, and having more photos emerge of children playing in the toxic rocket debris.
