The thing is, there are few add-on developers, so your best bet is to do it yourself.
On this case, you only need Notepad to do it. It would be a good starting point indeed

I remember that I did some research last year about the internals of Surveyor and its mission control to create a DLL for it that has to be remote controlled with the same tools that the historic mission control had.

AFAIR one issue there had been the lack of available meshes for the project, since the licencing for the existing meshes is not clear.
