If you have looked closely at photos of the PLB for the IUS missions, you'll notice that the PLB is covered by a smooth fabric liner over the standard thermal insulation used in the PLB. It was also used on the various HST missions as well.
No problem if decide against it, maybe SSU can pick it up?
