If only foreign nationals qualify, and only under certain conditions (I'd have to see the conditions to know if I liked them), it's a semi-good idea. If only foreign nationals apply, but with no other restrictions, I'm torn. It might be a good idea, but, as a foreign national, I'd be a bit catious visiting Britain. If it applies to British nationals, then it's a really, really, really *bad* idea.

Why would it only apply to foreigners? As far as I know just about every terrorist attack ever carried out against the UK has either been planned by British citizens, British residents or RoI Citizens.

Side note: Another of those examples... did you know that in the Netherlands, almost 1700 telephone calls are tapped each day (average of last year), while in the United States only 2208 calls where tapped in the past whole year?

Where does that statistic come from?
 
The source is a letter from Dutch Ministry of Justice. This particular letter can be downloaded here.

However, at this moment I am still not sure from where all the newspapers got the number 2208 for the US. If can find this source as well, I'll add it here. Maybe someone from the US can confirm, in case this information is public.
