can I use universal cargo deck to attach this to a vessel ?

It can be attached on its own. Its explained in the documentation.
Create a urms, an edit it, with scenario editor.
Under visual settings, set the core ship to the vessel you want the arm on.
Then you can further adjust under placement.

Does it use inverse kinetics ?

DoyleChris> No, it looks like it's not possible to make a chain of RMS'es.

Also - Universal RMS leads the of machine rebellion:

Cool add-on, it can be very useful and probably will replace the Spacecraft3 robotica arm implementation which hasn't such a nice interface. ;)

Kulch I visited you website recently and gave a look around. Very nice projects in general especially the Energia, Vulkan, Energia-2 and payload manager.

Looking forward for their release and Happy landing

can you make a universal parachute?

Wow. This looks awsome. Can't wait to try it out. Good Job!

Great! Thanks Yuri, It's just what I've been looking for.
For ages, I've been after something to enable me to load the cargo modules on that long forgotten workhorse -- the ShuttleA.

I can feel lots of supply missions in the pipeline. ;)

This looks great! And I agree that it could be a nice alternative to the Spacecraft3 RMS, but....

Could you do a smaller version, with arm sections only 1 to 2 meters long? This would be handy for use on smaller, unmanned satellites - picking up Martian rock samples for return to Earth, or a teleoperator satellite grabbing "dead" satellites and returning them to a shuttle, or as part of a Manned Manuevering Unit to give an astronaut an extra arm (or arms).

The ultimate would be a single arm that could be "scaled" with a scenario parameter.

Being a c++ illiterate makes it easy for me to imagine this stuff ;)
