Philippines isn't exactly a developed nation. Safety standards are lax. While nobody can prevent a hurricane from hitting a region, the citizens of well developed nations generally fare better.

It's also a nation of 90 million, so with higher population, you expect more disasters.
 
Also, regarding maritime disasters, the Philippines are pretty difficult waters and the latest one happened with a typhoon approaching.

To the lax safety standards there comes a nature, that does not forgive any small error there. That is why other countries have less problems with less safety standards than even the Philippines have.

But on the other hand, this also explains why many ship crews worldwide are from the Philippines. They are extremely well skilled for their price.
 
Philippines is also scattered across 5000 islands, so you end up needing more ferries and other ships, which leads to mode disasters...
