These are very old utilities. It makes sense that they might require additional libraries that are deprecated (and therefore not included in recent Windows distributions). It is a good thing you managed to run it.

Maybe it would be a good thing to add that information into the Documentation.

We can probably repackage a little bit to make sure the utils can find their dependencies. It's not been a massive priority (tbh I forgot they were there) over the main sim stuff.
