Yes, but that is political - The military-industrial complex. The real one, not the conspiracy. A military weapon system rarely has to prove that it is worth it, if it is just politically backed. See the constant struggle of the A-10 crowd, which has the most efficient plane of the USAF. But which only few politicians really admit.
