That's exactly what most capsules do, including Soyuz, Gemini, and Apollo. If Apollo didn't generate any lift it couldn't survive re-entry at trans-lunar velocities. Mercury came in purely ballistic, and rotated slowly to cancel out any lift. This made for a nice crushing 8-G ride. Soyuz can also do this as a back-up mode in case the avionics fails, and has done it at least twice, resulting in the crew landing out in the boonies.
