This is a new rocket (and capsule), to be used for manned launches. The previous flown one is now dedicated to payloads only.

The cause of the hold is high mid-level winds.

Looking at the current simulation data (GFS model), its 41 kt in 5500 m altitude. And will get worse during the next hours, not better.
