Advanced Question attachment bounce

I have a vessel that when released it will go up and then down to the ground.

Not sure I need to adjust the attachment higher or lower. The vessel that it is being attached to is landed.
I have try 0 higher and lower above the ground for the y value but still the same result

This is odd. and maybe an answer but when I release this vessel it falls to the ground. no bounce but if I reattach and release then bounce. It seems even though it is on the surface it is not landed:

ok I placed this vessel at the pad:
Eagle3 is landed

then I release to the ground. It first rises up and drops down. But now even though it is on the ground it is orbiting?

Any ideas/fixes about this. When I release/dettach from an attachment point. The vessel will rise up and then go to the ground.

I guess the rise up is the question. I would think it would just go down. The parent attachment point is on a vessel that is landed.

I have been able to adjust the child point and get no bounce for 2 tries and then bounce. It has been suggested to move or removed the COG number.

Any ideas?

I added a child attachment point and then attached to the APAD. Then released and the DG rose up and then down. Why the rise up?.
This tells me it is not the Eagle
