Making up a tank support frame from four elements:

I want to join the face at the end of the horizontal beams to its neghbour. I could eyeball it, then weld the vertices, but that seems to be a bit inaccurate.
Just wondering if there is a way to "pull" the next beam into place?
Tried the Align tool, dosen't seem to work.
All input appreciated.
