Not really. The smaller a black hole gets, the more energy it emits. While there is theoretically no lower limit for a black hole, practically at one point, the black hole will evaporate with in years.

This black hole, BTW, will evaporate in 4.105462079 * 10 ^ 63 years. It can be considered pretty stable. ;)
 
I am not that smart in math so how would you calculate that?
