Space experts offer UN anti-asteroid plan

The UN policy towards asteroids that might strike Earth is already defined: they will write them a strong letter.

You mean a resolution containing a cease and desist, as well as calling for inspections?

Do the astronauts who will go up to deliver the letter have to be wearing blue helmets?

Yes, and the Soyuz capsule will be white with a big UN painted on it's side.

( Of course a soyuz capsule, or does anybody think the UN can afford a Orion?)

They can't afford a Soyuz craft either, but I bet they think that by staring gravely at the asteroid for all of 5 seconds, it will change course.

Well, the African Union can sure afford a Soyuz, so can the United Arabian nations.

They will have to use one of their APCs then. A little grease here and there and will be fit for space...

On the topic of asteroids, if NASA or ESA finds a asteroid like this one why don't we try sending some explosives up there, like a nuke or something and blow 'chips' off and collect them for study? I think it would be fairly interesting.

You mean the Deep Impact mission? That was a nice one!

But yea, I seriously don't see what the problem is with sending RTGs into space... or what any problem would be with sending a nuke to blew up an asteroid (if that's possible, of course), to save Earth, or even for scientific research.
