I made a minor change to the outline yesterday, so the advancement structure now incorporates a training program (or efficiency test) for new applicants. Hopefully this will minimize the amount of in-orbit disasters that happen. Changes are in section 2 and the diagram. Having multitudes of crashes doesn't help image that much :thumbup:. Here is that.

The next thing I'm going to work out is how missions get assigned/preformed/reported and what the penalty/ies are for not completing an assigned mission. Any suggestions on this point?

This project is going to be a long haul, so thanks to the people who have shown early interest and have volunteered to help- it means alot.
 
Although I don't know much about designing a VSA, I would suggest that the penalty for not completing a mission successfully be a delay/cancellation of future missions, possibly short-term removal from flight status of the pilot for refresher training. The outline that you have put together is very organized and well thought out, as clearly stating a goal for the program will help you with planning in the long-run. This project looks promising and I look forward to seeing the product. Best of luck.
