Vietnam preparing to launch its first satellite

Nowadays, any self-respecting country has a pace program. For third-world countries, it's often cheaper to launch communication satellites than to develop communication cable networks.

Vietnam probably doesn't have its own launchers: they just managed to build a satellite and collect enough money to get it launched from ESA's base in Kourou. The list of countries with own launch facilities is a lot shorter and more relevant than the list of countries with a space programm.
