OK, new files are label.bmp(8 labels, 256x512) and label2.bmp(3 labels, 256x256). Now to retexture 11 MDU labels.Make it a 256 x 512. Or two 256 x 256 textures.
There is no law that the labels need to be on a single 256x256 texture.

Hmm, maybe you could add strobe light to the top of the water tower? Frequency is once every 30 seconds. Color is white.
