My guess is yes, but it would need to be generating enough plasma for that, as the Sun is way below the horizon.

MHO, this move is another rearranging of chairs on a deck of the Titanic. Space program survived previous phase of the Russian Empire disintegration thanks to cooperation with the West. By now, Putin flashed Russia's reputation down the drain, so there is no another chance.
