Theoretically yes since any Canadian citizen >18 could become Prime Minister, which doesn't contradict any of the US President requirements.
So if you are
a naturalized born citizen of the US
Canadian citizen
over 35 years old
living in the US for 14 years
become nominated in US primaries
become leader of a major party in Canada
win both elections
don't lose party leadership because of that
have a judiciary that sees "being Prime Minister of Canada" not as a rebellion or treason
not become shot by someone before assuming office (x days until the Canadian Prime Minister becomes our President seems like a valid reason to some)
