Right, a 'Man rated launcher' is a launcher that is safe to travel to space with Humans aboard (say in the payload spacecraft). The demotivator is a pun on the words 'Man rated', which mean in the literal sense to rate the launcher (say out of ten). Whereas, the words; you are 'doing it wrong' mean that you have been mixing up the two terms that I have said.
