What is your source for this? Dimitry Rogozin perhaps? That guy is off the scale insane, Joker in the Batman level-insane. JWST can do science on its own just fine, in fact there's very little Russian participation in the actual JWST Science Campaign.

It's not exactly news, they turned it off back in february, apparently.
There's a bit of confusion, though. It seems that only the german telescope was shut down, while the observatory continues its mission otherwise.
Could you elaborate a bit on why Webb is useless without spektr?
