ISS docking problem

Hello guys, I'm new here, i hope i posted in the right section.(and sorry for the noobie question:))
This is one of my first challenges in orbiter, i'm having a hard time docking with the iss.
The thing is, I can rendezvous with the iss, but cannot dock with it, because i can't get close enough. Planes are aligned, orbits synced, DTmin is oscillating (0.00-0.04) but still i don't know what i'm doing wrong.
Here, this is the closest I could get:

Then it goes away from me. Tried accelerating slowly to chase it, but my orbit soon got altered, and i messed everything up.
Is there a way getting to it from there without redoing the whole stuff again?
Gravidy Gradient torque, non-spherical gravity sources and radiation pressure are ticked.

Normally at that range from the ISS I use something like Attitude MFD to null out the relative velocities then slowly close in for docking
 
you are that close enough that you could just use an attitude control program and lock your LVLH orientation and then use RCS translational control to move in, keeping the station centered on the center of the docking hud. Once you are closer, orientate yourself again to the orientation of the docking port. this can be made even easier if the station is also under attitude control.
 
Now that I took a second look at the picture. The guys are right, you're not in too bad shape here. Just under 11Km from the station, your closing velocity is indicated "down and left".

Switch to translation thrusters (RCS Lin) and move the velocity vector towards the station (maybe even "burp" the main engines once to get you moving a bit faster, 0.26 closing over 11 Km is a long wait).
