Despite all the issues China has regarding infrastructure and even aviation, I still believe that it'll manage a space station into the Moon, with Russian help. Don't think it'll be very soon, though.

contract is drawn up with a strict division of duties China is an industrial giant (whatever it wants to do will be done)
for example, with a lunar excavator, something similar to a subway construction machine is supplied

RD-0150 hydrogen engine of the third stage of the Angara-A5V rocket with increased payload (55 tons)
the development of this engine may exclude the use of a super-heavy rocket when flying to the moon
 
I have the "E5V" mostly modeled, if this is the same project (it was named "Energia" a couple of years ago) ? It had 2x RD-0150 engines for the Stage 3 (some funny normals on the second pic, that's fixed) :
