DOW significant drop

Thats the drop, the Dow Jones was missing after the subprime crisis became known.

Putting money into banks to stabilize them does now backfire, as the banks did not heal themselves.

So I found Bank of America is offering a 4% CD or something, is it a bad time to be putting money in long term accounts? Does the DOW effect that in any way?
