Covers are super borderline fair-use. His cover isn't quite transformative enough to be considered fair use, and is similar enough it could be listened to as an alternative to the original. That is why he needed permission for Bowie to post the video online. It sucks because it
is different, but just not different enough.
Not like that matters though, even if it didn't share any lyrics or meant something entirely different, would still probably be struck down. Can look at all the "Let it Go" and other covers from Frozen, the ones that have totally different parody lyrics and meanings, that share nothing but the rhythm of the music still get taken down as copyright infringement, even though they are clearly under fair-use. A popular cover is going to end up being taken down unless you have permission. Behold the true power of music producers strong arming Youtube.
