Problem can't close menus

Now running Windows 10 and have found this: When I open a menu (F3 or F4), I can't close them. There's no "X" in the corner, all I can do is double-click on the top bar and it minimizes and now I have a bar that I have to move out of my view.

The X is there, you just can't see it.

Just mouse up to the upper right corner and click.
