Is this for Space to Ground, Space to Air, Space to Space or all three ? What kind of attachments and heat shielding would it need ?

Simple air-launched suborbital ASAT. with the Black Dart, you could also get it into higher altitudes.

But in orbital operations, using only the second stage, the minimum range is a bit over 50 km. Then you have at least a small chance that the MKV hits the target.
