Flight Question aerobraking

I was heading to Venus and I wanted to Aerobrake into orbit to save fuel, so I looked on the Internet to check the height of the Venusian atmosphere which was 250km, so I set my Venusian PeA at 200km but it had no effect.

What altitude does you PeA have to be to perform an Aerobrake on Venus?

Edit: my speed at 200km above venus was 24,000 m/s

There is not one PeA for that maneuver for one planet. Depending on how fast you are arriving and how fast you want to be after the aerobrake, there is a wide range of possible parameters for your aerobrake. And sometimes you have no way to use aerobraking to slow down as much as you need.

Ideally: Just low enough to slow down without overheating, and only so high, that you can still maneuver by aerodynamic forces.
 
That very question is why [ame="http://www.orbithangar.com/searchid.php?ID=2139"]AeroBrakeMFD[/ame] exists.
 
Using the DGIV a PeA of 95 km (flying inverted) for Aerobraking at Venus works well for me.
