So, your local car mechanics have no idea how to correctly ground electrics in a car? After all, that is exactly the reason why everything is grounded to the chassis usually... so the current has no reason to pass through the human body.

Actually, the problem of electric shock of the bells, still exists. Two months ago I took a bus and received a discharge (obviously not very large, the kind that you shake your arm) and I was surprised, I thought these problems were over, when they changed buses with new ones in 2003/2004.
Then settled in the city the company "Plaza" which promised to renew the units, but all he did was that the claims of passengers multiply.
After a long dispute (even with the municipality) the company pulled out, and appeared local entrepreneurs, which maintain a fairly decent service quality, and managed to connect many parts of the city.

Don't get the joke here, shouldn't be any dangerous voltage on a bus, its usually 24V system. HT in the fluro-lighting, but that shouldn't get anywhere near a bell-push?
Must be missing something here?

Maybe the problem is maintenance, someone in the motor pool with a less than perfect understanding of electricity?
 
Try wearing socks with any polyester additive in winter boots and work in large scale printing / signmaking company (tomorrow I'm putting on pure cotton and sneakers).

Static charges get really high especially if you take silicon base paper out of PCV film or thin protection film out of PCV board. Now imagine doing both of it to place printed film onto PCV board and then you're touching edge of the table (metal frame) with your belt buckle.

And since all our machines are grounded those giant static charges are happy to kick you every 15 minutes or so.
