Does Harpoon 3 Advanced Naval Warfare count as a sim ? It kind of feels like you're shut up in a room at the Pentagon looking at a situation screen making military descisions. Maybe it's a "Situation Room Simulator" kind of ?

Another good "situation room" sim would be the DEFCON nuclear warfare sim/game.
