Question Texture Editing Software

I have not been able to find any software for editing .tex files and was wondering if anyone knew of some. Thanks for the help!

The most I know about .TEX files is that you can view the level 1 texture by renaming them to a DDS file and opening them with a DDS viewer.

You can use TuneYourPlanet program, that is attached to these add-ons, to extract and/or convert textures to BMP files you can edit in any graphics editor.
