Problem Shuttle Fleet 4.8, no bases/runways in AutoFCS, have made config edit

Hello-

I'm trying to get shuttle fleet working. All well for now apart from AutoFCS. I have made a clean orbiter 2010 P1 install, installed Shuttle Fleet 4.8, STS Payloads 2.01, and then the STS Payloads expansion (which is the one that contains AutoFCS). I also changed EchoAllParams to TRUE in Orbiter.cfg (Orbiter_NG.cfg in this case). Here is what I see when I turn on AutoFCS through Ctrl+F4: I get the dialogue menu that has no bases or runways in the dropdowns, and a little black box at the top left of the screen.

Does anyone have any advice on how to proceed to troubleshoot this? I've followed the instructions as best I understand them to the letter.

Going on memory here, but check the orbiter wiki just in case...

IIRC, the landing sites you want to see need to have their base file (Orbiter/config/Earth/Base [or something like that]) copied over into just the config folder. In addition I think Earth.cfg needs to be edited. I'm confident it's listed in the wiki article what is needed. If I figured it out it must be easy
