It is the site page obviously translated into Russian with some translator program. It contains the phrase 'Профессиональные власти от Путина' which is a wrong translation of 'Professional power from Putin' and which literally means 'Professional authourities from Putin' (and 'Putin' here is an animated object which can be seen by its flexion). This should be a stupid translation error (quite a common thing for automated translators), I don't expect them to put this pun here intentionally.
