General Question Other applications of the space shuttle launch system

Specifically, would it be possible to put (in place of a space shuttle) a whole bunch of cargo attached to the side of a space shuttle intertank with two SRBs? (I know engines would have to be added to the bottom of the cargo like the space shuttle's engines to stabilize the ascent.) If this is possible than it would be a cheap way for NASA to get cargo to the ISS instead of using the Ares V.
