I'm not sure where the "stock cooler can't handle the 3770K" nonsense is coming from. I just tried it out on my machine: stock i7-3770K with the stock cooler. Using FFT-z, after five minutes at 100% the temperature was stable at 63°C, and according to the readout the processor was running at 4.4GHz (which seems odd to me, I thought the TURBO BOOST on the 3770K was only 3.9?)
Maybe Intel has changed something recently (I've had mine for only a couple weeks), or maybe some people have just ended up with bad parts for whatever reason, but I'm not seeing problems here.
Sure, 63°C isn't fantastic cooling, but I stand by my earlier statement that the stock cooler is plenty for stock speeds or mild overclocks.
On an entirely unrelated note...any recommendations for doing something about coil whine? I suspect the power supply. Is this something that I can/should RMA for?

I think it's bad parts some people ended up with. I can't really imagine that Intel sells their best CPU's with useless coolers.
But I'm quite happy with my Cooler Master dual fan cooler. 52°C on 100% for 25 minutes isn't too bad for an i7 3770 I guess.
I have the same problem for years on any system since use powerful graphics cards with 1GB+ of RAM and dual core CPU's. It either is the PSU or graphics card or both which creates that strange noise. But I use headphones most of the time anyway, so I don't hear it. Or I turn up the speakers while gaming.

I had exactly the same problem with my old rig.
First I thought it is the onbaord audio interfering with my speakers.
When I switch my speakers of the other day, the whine remain.
It turned out it was my PSU.
And when I replaced it with a brand new one, the whine vanished with the old PSU.
Mine sound like a high pitch whistle.
BTW...here is a screenshot of my CPU temperatures with the stock cooler.
