I'm wondering why such minor problem delayed the launch for a year. Couldn't they just fix the problem and launch in next few days.

Because they only had access to the range for that day. It is (afaik) a NATO live fire range and probably commonly used for other things.

They have access until Sept. 17 this year, but probably it's too little time for them to resolve issue with this hair dryer.
