This addon simulates CMG on ISS. It can be also used for other vessels. Readme is included. Please read it carefully before use. It's especially designed to cooperate with Space Shuttle Ultra and included Z1. I don't know how it behaves when docked to other vessel.

ISSExperienceV3 by Donamy
ISS by Thorton
STS-92 for SSU by Donamy

I'm not sure how this is any different than orienting the ISS prograde or something similar?

It doesn't burn fuel. However, I'm having problems with the autopilot in the addon. Am afraid that "fuzzy logic" is no substitute of good ol' PID control. A wish for the future: show energy consumption during torquing and display whether the CMG is getting to the limit, which should initiate de-torquing by other attitude control means.
