What functions would such a converter need to cover? For example, could a conversion "current version -> current version" make sense, that just looks for missing mipmaps and generates them?
And couldn't this also be used to introduce a new format for planet textures, that could make add-on...
As I said, it might be annoying to expect. And if your solution to accountability and decision-making is making everybody responsible for "Sending patches", fine. Lets patch Orbiter to hell. Everybody gets a turn.

In theory, you could build a reentry vessel out of stainless steel. But, you would need to use large curve radii to prevent nasty hot spots and a very low mass to density ratio.
A real spacecraft would likely NEVER allow that, with all the other engineering requirements.
