Yes, my file looks the same as yours. But just as an experiment, under the "RUNWAYLIGHTS" section I changed all the "-5"s to -0, and I can see the lights again.

OK yes Habana and Edwards RCLs are both working. And if I zoom way out the Canaveral RCLs show up. They just aren't there when I want to take off.

Yeah, occasionally when I go through these scenarios stuff happens that doesn't seem to follow the script, and I try to figure out if it's something I did that caused it, or something else. BTW the RTCC Input guide has been very good (I assume you put it together?).

Hey! Look what happened! Well, I flunked that part. I developed a large closing rate and used a ton of RCS to finally get the two ships into some semblance of formation. I'll call this attempt a "proof of concept" and go back and try to get it done a bit more efficiently.
