RPM completed. Endeavour now lined up with PMA-2 and is GO for docking.

It isn't a still camera. It's video camera used for alignment. The video is currently through the Sequential S-Band Video System(SSV). Currently the orbiter's KU band antenna doesn't have a line of sight(LoS) to a Tracking and Data Relay Satellite(TDRS).

The centerline camera is a video camera, but when the orbiter is in KU-band LOS, it uses the S-band. This only allows for sequential stills to be transmitted down to Earth.

You can only cram so much into the S-band, it's very limited. The CDR and the rest of the crew sees it through the orbiter's CCTV system, they don't have to wait for a downlink. And comm and telemetry obviously takes precedence over video which can be recorded onboard for later playback when they do have comms through KU.
