Question Refining Orbiter 2016's Airports

recently I've been considering expanding on (or rather adding) the functionality of the various airports that are included in Orbiter, due to being imaged in the surface tiles. To keep the goal realistic, I think it would probably be best to start with a relatively small and manageable area, such as Florida and the area surrounding KSC.

Such a project would likely require the implementation of various new transmitters, base markers, surface tiles, (potentially) 3D scenery objects and modifications to elevation maps.
While the first four are doable, what's the feasibility of modifying the elevation maps (i.e. flattening out the runways)? How would this be done, or can it be done at all?
 
Thanks a lot, tweaking the elevation is really more or less the first step. Most of the airports are already of reasonable resolution, but are unlandable thanks to the crazy runways.
