That's an really old add-on, I'm not surprised that it doesn't work. I think it might have been made for the 2006 or 2010 versions of Orbiter.

To fix, see this images:

Open your Web browser.

Go to orbiter-forum.com and then click Orbiter Downloads.

Click Orbiter Download.

Click Orbiter 2006-P1.

Click Download, click Download on orbiter060929_base.zip, Once the Orbiter 2006-P1 Base package downloaded, Extract the Base, and then put Space Shuttle Deluxe on Orbiter 2006-P1 base.
