Problem No Video tab using D3D9

I'm running a fresh install of O-2016 (Win 10, Direct X 12). Added D3D9 today and I do not get a video tab on the main screen. Further, when I launch a scenario, I get a command box that ends with this:

Orbiter NG (no graphics)
Running in server mode (no graphics client attached).

Orbiter works fine running base program. I did find a previous thread with the same error. I checked the C++ library. Mine seems to be current.

Any suggestions?

activate the module D3d9 in the modules menu

Yes if you already have a newer installer, it will skip files

Are you sure you installed the proper DirectX runtimes? You need to this one: www.microsoft.com/en-us/download/details.aspx?id=8109

Re-installing a fresh install of O2016 on a new laptop (still with MS Win10), I could not get back the Video Tab on Orbiter_ng with this Microsoft DirectX® End-User Runtime. Then, I tried with this (new?) one here:

... and the Video tab went back. Maybe something changed in the MS run-time.
