Problem D3D9 not working on my Orbiter 2016

I had fixed this a few months back ( been busy with a start up for a business ) I wound up just reinstalling everything multiple times and eventually after many attempts it I was able to run Orbiter with the D3D9.

Care to inform as to what your fix was?

reinstalling it several times was the fix like I had stated above.
