Hi!
The obvious question is: do you have the D3D9Noise.dds and Null.dds files?

Hmm, do you have the orbiter.exe in the "Orbiter2016" folder or in the "D3D9ClientR4.11-forOrbiter2016(r1355)"?
It looks like you didn't unzip the D3D9 files properly...

@Solomonlusk I think GLS is on the right track. You have to install all addons (D3D9Client also is an 'addon') into the Orbiter folder.
Your shown Textures folder only shows the files of D3D9Client. If all is installed correct, that folder should contain many more files AND the files from D3D9Client (zip), too.

I think I'm on the right track, textures show Orbiter and D3D9 files. Still closing though...

That log looks fine, but just to be clear: the files in the D3D9 zip have to be extracted to the Orbiter "root directory", which you have chosen to be "C:\Orbiter2016".
If you indeed extracted the D3D9 files into a subfolder ("D3D9ClientR4.11-forOrbiter2016(r1355)"), I'm not sure how Orbiter found the D3D9 dll.... previous instalation? In any case, you should delete that subfolder and extract the D3D9 files again.
