In the latest offering from MRO, https://www.uahirise.org/ESP_062853_2355 the article speaks of escarpments that face both Martian poles that expose 100m thick of exposed almost pure water ice. Since most ice that is exposed on Mars sublimates in very short order, how do these escarpments maintain their ice without it too sublimating into the atmosphere?

You need a certain temperature for water ice to subliminate, see here:
