Its weird, on my old computer it worked great and on the one that I am using it will not work no matter what I do.

reinstalling it several times was the fix like I had stated above.

I had fixed this a few months back ( been busy with a start up for a business ) I wound up just reinstalling everything multiple times and eventually after many attempts it I was able to run Orbiter with the D3D9.

Yes, did not help.

Everything is installed that needs to be installed (which includes: DirectX 9 runtimes, D3D9, And orbiter) This is not even my fifth time doing this. It is my first time installing Orbiter and the D3D9 on my new pc.
