User groups for OHM with addon ownership
Based on the SSU style projects going on, the ability to form teams of users for work on addons should be a part of the new site. The creators of a team can then nominate uploaded who can submit work on the team's behalf, listing the team then as the author of the addon, rather than the uploading user.
