Lift/drag forces calculated on startup are incorrect

When Orbiter starts, the lift/drag force vectors calculated are sometimes incorrect; after the first timestep, the values become sensible.

The easiest way to see this is to run a scenario with the DG landed, take off and close Orbiter. After restarting Current State.scn, the force vector display shows results that are clearly incorrect (e.g. downward or very small lift vector).

What seems to be happening is that the AOA values sent to the airfoil callbacks are incorrect; the AOA sent for the first step is negative, although it should be positive. This isn't a major bug, but it's messy if you're trying to initialize variables for guidance or something similar.

This seems to be a problem calculating the AOA and related variables for the first timestep. When clbkPreStep is called for the first timestep, VESSEL::GetPitch() and VESSEL::GetAOA() give incorrect values (both values are within the correct range, just incorrect). When clbkPostStep is called, these values are correct.
